    "description": "Lowestoft Town Council invites suitably qualified and experienced contractors to submit proposals for the refurbishment of the existing public toilets within Normanston Park, the existing toilets consist of a separate male, female/ accessible toilet. The purpose of this project is to create a modern set of public toilets which are in keeping with the park and surrounding area.\nThis tender document outlines the project requirements, scope of works, timelines, evaluation criteria, and submission expectations for interested contractors.\nProject Aim: To design and construct a durable, modern and bright set of public toilets that are easy to maintain and comply with all current regulations.\nKey Objectives\n\u2022\tBe of a modern design which complements the park and its surroundings.\n\u2022\tRobust and hard wearing to suit the high usage in peak seasons.\n\u2022\tDeliver a safe, accessible, and low-maintenance asset for long-term community use.\n\u2022\tBe fully compliant with all current regulations and standards.\nScope of Works\nThe appointed contractor will be responsible for the full design and installation of the new toilets, including but not limited to:\n\u2022\tSite assessment and feasibility considerations.\n\u2022\tConcept design and detailed technical design.\n\u2022\tSafe isolation and removal of all existing toilet systems\n\u2022\tSupply of all materials, plant, and labour.\n\u2022\tProject management and programme coordination.\n\u2022\tHealth and safety compliance (including CDM regulations where applicable).\n\u2022\tConstruction and installation works.\n\u2022\tQuality assurance, testing, and certification.\n\u2022\tSite reinstatement and finishing works.\n\u2022\tHandover documentation including maintenance guidance.\nContractors must ensure designs reflect best practice in public toilet design, durability, safety, accessibility, and long-term maintenance efficiency.\nDesign Requirements\nContractors are requested to provide the following:\n\u2022\tNew hygienic wall coverings to all toilet areas\n\u2022\tNew anti slip floor tiling\n\u2022\tNew lighting through out\n\u2022\tInstallation of new water heater, including all required thermostatic blending valves\n\u2022\tNew extract systems to all toilet areas\n\u2022\tProvision for suitable hand wash facilities including hand drying, soap dispensers and waste bins\n\u2022\tAll new sanitary ware and cubicle systems\n\u2022\tFully DDA compliant accessible toilet\n\u2022\tDecoration throughout \n\u2022\tReplacement entrance door to gents toilets\n\u2022\tRemove existing link door and form new stud wall\nRecommended Design\nContractors are encouraged to include a recommended design they believe best meets the project objectives and represents optimal value.\nDesign Submission Content\nDesign proposals should include:\n\u2022\tConcept visuals, layouts, and drawings.\n\u2022\tDescription of features and riding flow.\n\u2022\tIntended user groups and skill progression.\n\u2022\tAccessibility and inclusive design considerations.\n\u2022\tMaterials and surfacing specification (e.g. asphalt, concrete, modular systems).\n\u2022\tDrainage approach.\n\u2022\tSafety design considerations and risk mitigation.\n\u2022\tMaintenance requirements and lifecycle expectations\nPricing Requirements\nSubmissions must include:\n\u2022\tFull cost breakdown for design and installation \n\u2022\tIdentification of optional extras and exclusions.\n\u2022\tDesign fees clearly separated where applicable.\n\u2022\tConfirmation that prices remain valid for a minimum of 12 months from submission date.\nThis project will be fully funded by Lowestoft Town Council\nIndicative Programme\n\u2022\tAnticipated installation window: From September 2026 onwards\nSite Access and Constraints\n\u2022\tContractors will be given access to the designated area within Normanston Park\n\u2022\tAccess routes are currently via paved road within the park, these access routes are used by other tenants and must be left clear during working hours\n\u2022\t Hardstanding access is available at present and a secure compound must be allowed for within the return\n\u2022\tContractors should consider access logistics within their proposal.\nPlanning, Compliance, and Responsibilities\nContractors should identify:\n\u2022\tAny planning or regulatory considerations relevant to the proposed design.\n\u2022\tEnvironmental considerations (noise, ecology, visual impact where applicable).\n\u2022\tCompliance with relevant British Standards and safety guidance.\n\u2022\tRequired insurances, including Public Liability (Min 5 Million) and Professional Indemnity.\nCommunity and Inclusive Design Expectations\nAs this is a community-focused project, designs should:\n\u2022\tBe welcoming to a broad demographic.\n\u2022\tBe suitable for a wide age range and sensitive to the park and its surroundings\nAdditional Information and Site Visits\nContractors are encouraged to request a site visit to better understand the project",
